RARE 1800s Victorian Toy Antique Wood Snare Drum & Orig. Drumsticks 12" x 3.5"

First off, I am very confused about this antique snare drum. I'm not sure if it is a very early, original snare drum that would have been used by a marching band or was it a very high-quality child's toy. There are no manufacturer's marks so I do not know who made this, but it really is in amazing, original condition except for of course the broken drum head which can easily be replaced with a calf skin-style head.
This drum is very similar to the drums that I see from the 1860s era. The tensioners are tightened using rope and it looks to have all the original metal loops / clamps to hold the drum together. The drum shell itself is a nice quality wood with an air hole that has a brass ring. The shell looks to be approximately 3.5" tall. The total height of the drum is approximately 6" with the wooden rims. The drumheads would measure approximately 11.5" in diameter.
The bottom head is original and in very nice condition. It has the original snares on the bottom with screw-type strainer. On each upper lug, there is a piece of leather that holds the ropes together. There are no missing lugs and all the parts are original. I have seen small drums like this used during the Civil War by young boys. It is definitely pre-1900s but from the construction looks to be closer to the Civil War era. It comes with the original wood drumsticks that look to be very old. One stick is slightly shorter than the other (see last picture).
Truly a rare find and a very early drum. Came out of Lancaster County, Pennsylvania.
